I have received a telegram from His Majesty's Consul-General at Shanghae as follows:-

"The ratepayers have passed a Resolution reducing by one quarter the number of opium houses from the 1st July next. It was explained by the Chairman that this step would extend over a term of two years, which might, however, be reduced."
